I am looking to have an app created where the device will track the user's speed in Miles Per Hour passively using a low battery usage. When a text message is received, I want it to check to see if the speed is above the user-defined threshold (default to 5 MPH). If the speed is above the limit, I want it to pass the SMS to the default receiver, supress the notification, and send an automatic reply (editable by the user) to the sender. If it is below the threshold, I want it to pass the SMS to the default receiver, and act normally. There is no need for any UI aside from settings, which it would be preferable if a parent (since this will be aimed at teenagers) can set a PIN to prevent the teen from shutting it off.
