Outlook keeps asking for Password in Cached Mode on Exchange 2010

I am seeking an EXPERIENCED Exchange Admin who can solve this problem and also help with any future issues.
Outlook does not ask for the password when not in cached mode.
Second issue is that on our shared hosting server, customers can see each others Domains in the Global Address list and Public Folders users can see each others public folders in the public folders. The permissions need tidying up there...
