Email marketing with list for Middle East jobseekers

We run a Job board for the Middle East (Gulf Countries) & want to do a Email marketing campaign to Job seekers. Details: Jobseekers can be from any Middle east countries (including Pakistan), India, Sri Lanka, Bangladesh, Phillipines or UK The list should be opt-in We will need a copy of the list to which emails are sent (before sending out the emails) We want you to send out the emails. We will require a report on delivery, bounces etc after sending out the emails We are planning to go for a few campaigns & will opt for you if your cost is competitive & service satisfactory Our current budget is USD 120 only.
