The "millions of users" part is where things get interesting. First and foremost, to have such a capability, you need high scalability and low resource consumption, and this pretty much rules out any PHP-based solution, let alone using a CMS. Well, to be honest, you *could* but the amount of money you'll end up spending on dedicated hosting would dwarf what you would save by opting for a low-cost bid. I'll suggest a Perl-based back-end using the mod_perl integration with the Apache web server. The database part needs to be carefully crafted, and it needs transactions, foreign keys, indexes and possibly stored procedures. Of course, the database engine must support all this. I'll suggest either a MySql with InnoDB engine or a PostgreSql. Such a solution would provide both the necessary scalability and the low resource cost. The downside of all this is that it's not something the standard PHP code monkey could do. I'll be happy to discuss it further should you show some interest in my proposal.
