Create an mobile (smartphone) website of an existing website (Recruiting company's corporate website)

I am looking for a freelancer who can create a mobile (smartphone) website based on an existing website. This is not a wordpress (or CMS) project. It is a recruiting company's website, and you will be using already existing html resources. The home page is already completed, so, you will take over production for just inner pages. This is as you can see a Japanese website, but, we will assist for any language issues.
