Design an Excel Template

To develop an Excel template based on a number of parameters. e.g. based on a set of data like Number of Centers, Number of Employees, Turnover, etc as input (no more than 8 to 10 criteria). The template should be able to generate the following output, 1. To list the departments of a company that should be involved in a number of tasks based on the input (criteria to be provided by me, though the template should be able to be easily customized). For instance, do we need to involve the HR and Finance departments if we want to buy a company with 4 employees, 1 center, and Turnover of USD 300K? 2. To show a GANTT chart showing the dates when the departments abovementioned should get involved into those activities (e.g. say that a number of departments, the ones from bullet 1, should be delivering a number of activities before Day 0... when should they start? the template should be able to provide a GANTT chart with certain dates. Those dates should be customized manually in a sort of calculations spreadsheet based)
