Consulting on monetizing toolbars

I've been in development with a new toolbar that will be featured to work in the top three browser agents(chrome,firefox,ie). I need someone that has developed or familiar with getting approved into some of the networks that include yahoo, yandex, and baidu. I am not talking about there regular publisher networks but instead a source on who to contact in getting a toolbars approved so I can start earning on search/sponsored queries. I am willing to pay for your information as a consultant.
