Convert CSV file to EDI 850.4010

I have written custom CSV to EDI850 code in the past, but that was about 4 years ago. In case the reference is no longer available I have made a screenshot (attached if Freelancer allows this). The site is telling me both that my bid was placed successfully and also that there was an error posting bid. I would like to assess the work involved by seeing the file specs please. Also as a courtesy I need to get the goodwill of my present (Australian) client. So can we please consult before making a decision? My bid is for the same amount as my project in 2009.
