At first glance, it's a one day job, maybe two - with heavy testing. I worked with 1D&2D barcode scanners (Datalogic, Motorola, Cognex, Sick etc.) - fixed scanners, handheld & mobile terminals.
Usually, the data captured is simply "pushed" into a (remote) database - which is quicker than a http request most of the time, but if you have to send it by http request, you have to specify the method (webservice - SOAP or JSON) and if you already have the server side application which is accepting the data, you''ll have to provide some testing credentials or whatever is needed for testing.
If you want Windows Service, you have to be aware that this service will have to run using a local user account; the default Local System doesn't have the rights to deal with the peripherals.
Also, you'll have to provide, in advance, some data samples - a validation function is a must.
