Please regard this as a throwing of the hat into the ring. It is a big and technically difficult project. It is also not just a matter of posting a job, picking a bid and waiting with baited breath for a few months. Something this big needs very careful and precise scoping, speccing and planning - plus on-going dialogue between client and developer. You may save money by getting a freelancer rather than going to a pricey software house but you have to be just as rigorous and professional if you are going to end up with something that doesn't fall over, delivers satisfactory VoIP quality, copes with bandwidth limitations and the rest of it.
