Automated Phone Dialer Program For Telemarketing Campaign

Wanted: A developer to build an automated phone dialer program for a telemarketing campaign. We are a small startup that is looking for a smart coder to develop an automated phone dialer system to call our customer list and read them a recorded telemarketing message. The system should be able to present our customer service phone number as the callback number (CLI) so that return callers will hit a customer support agent not to the dialer. We need to find a way to do this economically; in terms of development and in terms of running the system to keep outbound call charges to a minimum. Should we use VoIP for the outgoing calls? Should we use a modem and PSTN line? We don't know and we look to you to advise and build accordingly. The system will need an administration interface for us to operate it. It need not be pretty, but it must be reliable and also usable for a person that has no technical knowledge. The interface will allow us to: enter our customer phone number lists (possibly as a .CSV file); update our customer list from time to time; change the outgoing message from time to time; change the CLI number if necessary; and to configure any miscellaneous settings like the number of rings before giving up, and some sort of output report on successfully connected calls (and possibly failures also). You should have EXPERT knowledge of this area and you MUST be able to demonstrate your expertise with at least one previous examples of work.
