Develop Video Game

Short Version: I want to publish a video game. I want it to be a 2D side scrolling game with graphics as good as the SNES version of "Street Fighter 2". I want to supply artworks to be implemented for the scenes transitioning/changing to assist in telling the story. I only want a few levels (3 - 5). I need 8 characters for this fighting game. Each character will need 7 animations namely: idle, punch, block, jump, shoot, special attack etc. (I can give more details to interested parties). Long Version: Can you make a 2D side scrolling fighting game? I want it to be a 2D side scrolling game with graphics as good as the SNES version of "Street Fighter 2". I want simple controls where there are a few attack moves as well as walking, ducking, jumping, blocking and attacking. I want to supply artworks to be implemented for the scenes transitioning/changing to assist in telling the story. I only want a few levels (3 - 5). The main character would punch, kick and fire energy blasts to eliminate enemies as well as jump, block and duck enemy energy blasts while he constantly builds his power level (for a series of super blasts during slight flight or levitation...I would want a close up (splash page) "powered up" image to plaster the screen once the character was fully powered). When he reaches the main boss at the end of the level there would be a splash page for the pre fight between the main character and the main boss as well as the aftermath of the battle. I would also want splash page narrations to transition each level. I would also want the characters to be changed out at a later date with different characters (same functionality) as well as different splash pages (to coincide with the new characters) to tell a new story. I would want the game to be able to be played online, on mobile devices and from a disc. This would be released for commercial use. This is the overall idea that I have. Characters would already be designed and I could have the splash pages as well as any other still images, icons and logos done on my own.
