Write an Android application and Design it

I need an Android App developed. My developers are currently busy with my other projects. The app design also needs to be made, i will provide a starting design layout, to give better understanding to what kind of design i need. The app is little complex, all details will be shared with right candidate. I don't care if you are a huge company or a new freelancer, all i care is work done right on time, and in budget. To help you bid better, i can tell you key features of the app: Log in for staff Log in for admin User creation Bar graphs with sliding capability Data entry in the app Analysing outputs in the form of graphs and charts, Should be able to receive push notification and changes and updates Should be able to send output files in form of PDF, EXCEL, etc.. more details on short listed candidates I am looking for competitive bids... lower the better.
