fix broken link In wordpress site

Project Title: encoding utf8 url in WordPress Site
I am looking to solve this problem: my site is in Hebrew. when i publish new post, the post title set as permalink. after publish i can see my permalink in Hebrew in the url. but when i copy & paste this link its paste long one with strange character. in order to solve it and setthe permalink, i use the encoding site:

for example this url -
[login to view URL]%d7%91%d7%9c%d7%95%d7%92-%d7%9e%d7%99%d7%93%d7%a2-%d7%9c%d7%9e%d7%a9%d7%a7%d7%99%d7%a2-%d7%91%d7%a0%d7%93%d7%9c%d7%9f-%d7%91%d7%91%d7%a8%d7%a6%d7%9c%d7%95%d7%a0%d7%94/
become that: [login to view URL]בלוג-מידע-למשקיע-בנדלן-בברצלונה/
(and that last one don't change after that any more)
later, i generate ,the url in my site the same place it was before (the permalink that locate just under the post title. but now, when i save and publish the post - it always will be short Hebrew url.
i look for a solution - that when i save and publish the post it will be already encoding url.
