Technical issue website, need mobile version of existing & finished site

I have a simple website, that looks great on laptops but looks poorly on smartphones.
Since I don´t know how to fix this I need someone who can do this.
Also the size of the website seems not to be exactly defined.

So all I need is:
-Definition of size for laptop-/desktop-version
-Maybe size definition of background image ( which I can fix)
