Small Event Guide with Backend admin/create account section

Hello,
I need a small events guide made for a city. It will have separate sections that mostly I will add the information myself using a backend admin section.
I want to be able to add a city easily.
I also want people to be able to create an account, add their own information and be able to pay for a preferred listing. It can be using Paypal etc.
This is a very simple description that I will get into more details if you think you have the skill set for it.
I am only looking for people who have done one of these before.
