Build a Website - Gym Finder in London

I am looking for a web designer to help assist me in a project that I have planned. The project will be a website that searches for gyms in London and shows the closest facilities available based on postcode. I am not sure how complex the coding will be but from past experience it should be pretty straight forward I am hoping. I also need assistance with SEO and Link Building as I have certain keywords that I would like to rank number one for.
I am not looking for a temporary web designer but someone who has grown up around the internet and knows how to code with their eyes closed! I am looking to build a long term relationship with the said freelancer as I have many other online projects that I wish to pursue.
Preferably the freelancer should be based in London, UK so I can meet with them face to face if need be.
