Create a local server for an existing Online Game

The game we're talking about is a MMORPG 3D videogame. Called Digimon Masters Online. All the files of the game are installed. But the system and management is in the official online server, so I imagine that you can create a kind of emulator to make a Local server, as it has done in other games like Ragnarok Online, LOL or Dota.

The game downloads everything on the player's computer (all graphic resources for example), so if everything else would be available, except the game data base & administration, That is what i imagine

Although it is an online game everything is downloaded on the PC, models, maps, graphic elements of the interface, effects, all those resources are downloaded to the computer. But for the game to work you obviously need internet connection and log in with the account that is created on the official page of the game.

Basically what I want is to have a private or local server for an existing online PC game. All content of the game is downloaded to the computer and the server is responsible for managing the game, rules, sharing etc. The purpose is to have my own server for that game and do not require the internet connection to enjoy it and play it. and i want to have the control ingame like admin commands. ( add items to my character, modify experience rates, drop rates, etc )
