Need one-way high quality links from related theme of websites

We need 1000 links with PR3+ in different themes. The following is our requirement:

- All Links must be permanent and should be from different C class IPs.

- We will provide you URLs of sites and keywords for the same and All sites must be approved before you place the link. I reserve the right to reject sites that do not meet my terms and will require you to add suitable replacement links instead.

- Links must be listed/indexed on a minimum Google Page Rank 3 site

(PAGE not just site MUST BE PR3+).

- No Directories, link farms, link-exchange programs, forums, google banned site, blackhat website, porn, political extremist, religious extremist, frame site or any illegal sites.

- Articles / PR material should be at least 450 words and original

- Links from websites that already contain a link to our site will not be counted.

- No more than 30 links from the page to other sites

- Link pages must be static (No string parameters, session ID's etc.).

- Links must be static and direct using provided anchor text and title tag

- Must be static links only. No redirects, JavaScript links, links on any site that seems to have incurred a Google penalty. Only ethical work will be accepted.

- All links must be indexable by Googlebot and may not have any page restrictions like rel="nofollow", [url removed, login to view] blocking, framed or cloaked pages, flash pages etc.

- English language sites only

- No hidden links. All links must be visible and readable

- One way links, no reciprocal links will be accepted

- Link pages must have been recently cached in Google (within past 30 days)

- You will provide in excel/csv format the Site Url, link Url,Number of links on page, and google's Page Rank of each site you have added a link to.

- We reserve the right to reject sites that do not meet our terms and will require you to add suitable replacement links instead.
