I have point location records in the following format:

Locations of points (both top and bottom points) are measured in feet from section lines' East/West/North/South (E, W, N, E) sides. The task is to convert this records into shapefile by automatically calculate the latitude/longitude based on the measurements, and convert to shapefiles (top and bottom locations will be in separate shapefiles) using Python in ArcGIS. PLSS shapefile is not provided here and you may download from a variety of sources online.
