WordPress menu customization

I would like to know if it is possible to help with a Wordpress Theme. The navigation bar is set to display submenu on hover and i would like to switch it to onClick. I was told by the Wordpress Theme developer that there is no such option except for the mobile side and that i needs to be manually customized by someone with javascript knowledge. Please let me know if this something that you can help with and how much it will cost me.
