Woocommerce add coupon code automatically when certain conditions are met

We run a Woocommerce shop and need a specific feature for a sale event coming soon. We offer two discount coupons: 15% (up to 99 Euro total purchase) and 20% (100+ Euro total purchase). These coupons are created using a standard plugin. Now, here is the problem: Only regular customers should be able to use these coupons AND they should be added automatically to the cart, but only if the standard WP coupon input field is empty. Example:
A new customer orders as guest: No coupon automatically added!
A new customer registers and orders as a new customer: No coupon automatically added.
A regular customer orders as a guest (not logged in): Can use the code manually, but no code added automatically.
A regular customer orders after logging-in: The code is added if the standard input is empty.
The discount depends on the total of the purchase. We could provide, for example, the user ID of the last user that is accepted as a regular customer.
We don't need any functionality in the WP dashboard, just a code snippet for the [login to view URL] that does the trick.
