Web Voice recorder for a WP website

Looking to have a web-based Voice recorder integrated to a Wordpress website.
It is to be used on front-end, for users.
Requirements as follow:
- Mobile Friendly
- Look-wise, I prefer something simple and elegant.
- Must be easy to configure the max-allowed recording time.
- User can download the recorded file after recording, or do a new recording.
- I might need you to alter the look of the recorder.
Now I understand it is easier to have this feature built based on open-source scripts or paid script to speed up the process + saving budget.
It is totally fine with me, I just need honest and speedy communication.
I am looking for a coder, not just someone to install a plugin, as there will be customization request from my end.
If you have worked or built a voice recorder for webpage in the past, it would be nice if you can include some sample work.
