Smart Meter Report Software

I have a project where I need to talk to various smart meter mainly the ISKRA metres. I need a platform which will connect to a metre download the previous days data and upload this to a ASP.NEt platform where reports will be run. The software will also need to restart the metre, update firmware basically manage the metre remotely. Each metre will have its own static IP address on a VPN hosted network with a SIMM card in each meter
