Product add functionality Updates : Java Script , PHP , laravel

website has a functionality where in any user who logs in needs to be allowed to add products to cart , Intially all users data was going to Same database table and hence all of them were able to add products to cart , but recently a functionality was added where in only Admin Role is able to add items to cart Rest of the Users have a role of Doctor and patient they do not have capability to add products to cart .
Second update needed is : once the product is added to cart Cart icon needs to get changed to 1 , 2 , Or 3 at this moment a pop is appearing informing product is added .
