Post to Instagram from Database

I would like a script created to automatically post to Instagram.
I have a CSV file on my server that contains image URLs as one column and other data in other columns.
Every 12 hours, the script will randomly select a row from the CSV file. The script will post the image from the URL to Instagram with a caption containing some of the other data points every 12 hours.

Internet connection will not be a problem. I can register the provided instagram account on my phone for this activity and will set an alarm every after 12 hours to post the image.
I can give you nodejs script to get things done. There are lots of libraries for Instagram developer network. Node js applications are very fast rather than java and other complied and interpreted languages.
