Online Magento Catalog from existing html site

We have an html site that is over 400 pages plus pdf downloads. We want to get all of the content, including all seo tags, and move the site to Magento. It is an online catalog with a quote request and order request forms, but no online payments. I suppose we could incorporate wish list as a quote/order request. We can discuss. But other than that this will probably never be more than a catalog as the owner truly believes that people need to talk to his salesman to be sure they get what they need. That is how his business works.
The attached document contains the url of the website and is what I received from the client regarding concerns they want to be addressed during the redesign. Please review in detail and be sure you understand what is required and can meet their needs.
They want the site updated to all HTML5 and want it to be responsive and work on mobile devices. They love their videos and want to keep them. So you will need to convert the existing videos to mobile friendly format.
Each manufacturer (supplier) basically has it's own template so we will need to create a set of starting templates for the different views and then tweak them for each brand.
They like the overall design of their site (the pipes for the menu, colors, etc. If they could, they'd be happy to wake up tomorrow and have the exact same site with magento as the backend to manage it. So design wise we need to stick with what they like but make navigation work for magento.
He does pay-per-click so we need to match the existing urls as modifying the adwords urls would probably be too much work for the client.
This is a very highly SE Optimized site and all of the meta tags, alt tags, etc must be transferred and updated to html5 tags where appropriate.
I want someone that can get started immediately and can put enough resources on this to get it done and launched in a reasonable amount of time.
