Magento 2 Artwork Upload Module

We require a Magento 2 module to be created which can be added to a Magento 2 project we are working on. It must work with the latest Magento 2 version including 2.2 and 2.3.
The requirements of the module are below:
- A customer will place an order and complete payment. If one or more of the purchased products require artwork to be uploaded the customer will be redirected to another checkout step (after payment) where they can upload artwork to be printed on their chosen product.
- The customer should not be forced to upload the artwork at this stage as they may need to prepare and upload it at a later date.
- customers have the option to upload the artwork after purchase from the my account area - artwork will need to be associated with an order.
- the customer should not be able to amend artwork after upload, but can view the uploaded artwork.
- website admins require the option to delete artwork which has been uploaded to an order. With this in mind the artwork assigned to an order will need to be visible on the order page within the admin.
- file types must include - photoshop, indesign, illustrator, express, jpg, tiff, eps, pdf, bmp and png
- to include the option to upload multiple files at a time
- admins should receive an email confirming artwork has been uploaded, and for which order. The status of the order should change to custom order status (to be confirmed).
