Drupal 7 Users not getting Password Reset emails

We have a Drupal 7 site running on Ubuntu 16 and just recently upgraded and patched everything (including the OS version) and moved the site over to run on a DigitalOcean Droplet. We have been running into some issues here and there that we need some help with.
The first one we need to troubleshoot and solve is that some users are complaining that their password reset emails aren’t coming and therefore can’t login to their account.
There are other issues, but we just need to find another engineer who can help us fix these issues.
