Create a web image editing system

You will build a web service preferable in JS, optimized to work with a chatbot, that will perform the following actions:
*You don't necessarily need to create the chatbot
1- The user will upload a picture in facebook messenger.
2- The user pic will be processed in Azure for face recognition.
3- According to the recognition result, the system will get in a database a text that fits its recognition classification.
4- It will add the text in the picture
5- will return it to the user
The system also need to allow admin to upload new texts and choose category for them.
