Build me a website that will let the agent pick a client

I need a website which will connect two groups. First a bunch of my colleagues will have a full profiles (like administrators/moderators) with reviews from clients and their bio/portfolio + some kind of score of successfuly closed tickets vs declined ones. Second group is that of clients, which require only a basic profile for login purpose and short note about service required and ability to review the agent at the end of the service. There needs to be a encrypred private chat for agent/client communication as the privacy is a priority. For the rest of the needs should the some kind of BBforum running under the same subdomain sufficient. I'm OK with the core being in english, but for local needs I have to be able to make a translation into two different languages (something like WordPress plugins have, where the user can translate). Your own ideas are welcome, budget is tight and I will be glad for anything at least with working basic functions, design is not a priority here right now. Thanks in advance for any offers.
