Build an interactive tool to specify systems

We want to build easy to use, helpful product selector tool that is capable of giving the end user all of the information they need to specify our products from the design stage right through to providing all of the information they may need in order to install and commission the system. These tools should be seamlessly embedded into our new website and as such the design should reflect this.
Product selection is defined by scope and specifying particulars of the system that can be determined by multiple-choice questions. Once the system type and products have been defined a project documentation package with schedules & prices is collated for quoting and technical submission. A project may have multiple different systems.
Currently offline, Excel versions of the tools are already in use internally and we are looking to replicate these for online use. Users will need to register or log in prior to being able to use the tool, so we can capture their details and usage. Additionally, users should have the ability to save projects, revisit and amend them, as well as having the ability to download the outputs in PDF format.
The tools should be able to be easily maintained by us with the ability to change the documents being presented as well as any accompanying text / help messages used within them.
Customers will need to be asked different questions for each system (3 in total), with the relevant logic being applied to create the correct system recommendation and subsequent documentation.
