Create a Wordpress Template actually a WireFrame

I have an idea for a web site that would take user generated content, have members and be private to just me. I am an investor and basically want to let people pitch me their ideas in private and i want to message them back, etc. I am thinking to talk through the idea with someone and then get a wireframe that hopefully could be implemented with Wordpress or another easy to install CMS system in a short amount of time using standard components.
