Coding for microcontroller (Holtek)

I have the schematic diagram done up and require a programmer to write the code for the microcontroller. the microcontroller is HT45VH4N (Holtek). The code is to regulate the power distribution for powerbanks as well as to ensure the entire schematic are well linked. Developer is to vet through schematic and to identify any errors/questions.
Developer is to advise me on the platform for coding, file type, how the testing/simulation would be done.
this is for a prototype product.
