Need wordpress integrated into our website design

I have a website design that is complete and I have installed wordpress, but now I need someone to help me integrate wordpress into the design.
I'm NOT trying to use wordpress to run the ENTIRE website, but basically, I want to create 4 different newsboards people can post onto and I want the headlines to show up on the site wherever I want to include them. The site has already been coded in PHP so it shouldn't be too hard.
Also, when someone makes a post, I want to have it where the reporter who is posting the news can select from a drop down menu an image that will show up in the actual news article on the website. This is going to be mainly used for a news posting website so I'm not going to be using a lot of Wordpress' features so integration shouldn't be too difficult.
It is a small project and I will pay $30 for it. Please be familiar with wordpress completely!
