Append a single PDF file to every PDF file in a folder

Hello, I require a simple program that merges a single PDF file to multiple PDF files instead of me having to manually add a PDF to every PDF file.

I should also be able to choose where I want to append this PDF, either on top of or below the PDF which I'm appending to.
