SOW Content Management System + Custom functionality

We need to develop a CMS with the following functionality.
Basic functionality:
- 5 templates based on a supplied set of .psd templates
- Functionality (unless noted below) will include standard page functionality (basic text pages)
- 30+ pages of content
1. One-Click-Switching between the languages
- English, Spanish, Vietnamese, Cantonese, and Russian
- Option to be driven through Google Language tools
2. Zip code resource locator
End user will enter their zip code and be given a list of resources within that zip code.
- Option to use google API tool to add locations
- Back-end functionality for client to enter resource name, zip code of resource and description in order to populate
3. Blogs - blog with standard functionality
- Generate and publish RSS feed
- Blog security
4. Forum
- Flat forum (each message is added onto the end of the discussion)
- Forum spam defenses
5. Calendar
- Each based on region (approx 4 - 5 calendars needed)
- Public event contribution - Public can submit events for review and posting
- Event moderation - Review of submitted events
- Public able to subscribe to calendars for alerts
6. Vimeo and/or YouTube video submission/integration
- Public video contribution - Public can submit videos for review and posting
- Video moderation - Review of submitted videos
These are the basic functions of the site. Once a freelancer is selected, I will submit a detailed scope of work as well as a site map. The client has worked with the CMS 'SilverStripe' and would love if the basic CMS can be built on this platform, but it is not mandatory. No Wordpress, Jumla, or Drupal options will be considered.
