htaccess rewrite issues and rule creation

We are trying to write some rewrite rules for our custom blog (does not use any blog software) and for some reason the rules are not working.
We are looking for someone able to address this issue and also to create some other rules.
The htaccess we are editing haves other rules that work.
We will not provide access credentials. htaccess files must be sent to us and we will upload them ASAP for testing.
Also, if any server configuration should be done, project winner will need to instruct us how to do the changes (WHM/cPanel Dedicated Server).
Project MUST be delivered in a few hours after winning it.
