I need plugins developing for both Joomla 1.5 and 2.5 and Wordpress that provide an option for users to accept cookies as per recent EU legislation.

Basically, I want a bar at the bottom of the screen with an option to accept cookies. If it is not accepted, then the plugin should ensure that cookie are not used on users computer.

The text appearing on the link will be provided to the winning bidder - I'd also like to add a link to a cookie policy (text to be provided and able to be edited by admins installing the plugin).
