Pending Orders

When users got through the payment process, reach Paypal but decide not to continue for whatever reason and hit back, their order is removed for the cart and unaccessible from the frontend. The pending order information is available via the backend however.
I would like pending orders to display under "sales/order/history" as pending with an option to continue with payment.
In addition to this, I would like a notification to display the pending order within the top links. Clicking the button should take the user to their order history ("sales/order/history") where they can continue with payment.
I am running Magento v1.8.1.
