Facebook Interactive Sports Contest

We need someone who can develop a code that can work on a Facebook Fan Page. The code is intended for making sports predictions on matches. ALL of the information entered by the users should be avaiable to the Facebook Fan Page Administrator or any other secure way.

It should met with the following characteristics:

Users should be able to register in the contest with its e-mail address.

Predictions are according to matches, they should say if the local team would Win, Lose or Tie.

Correct predictions should earn points. With each more prediction in the same week/round it should multiply points by probabilitic, we would provide the "formula".

Each "round" (every week) finishes on Sunday, it should create a "winners" table with the Top10 users.

Two tables of winners should be needed, the winners of each week (Top10), and the overall winners (Top20).

The results of the matches could be entered manually or from any website that shows the official outcomes.

Users may not enter more than one prediction per week. This should be verificable by their e-mail address given and their IP address.

Predictions per user should be only avaiable in certain days/hours of the week (Sunday 5pm to Friday 4:59pm).

No messages or bids would be considered if they do not include on their proposal this code: FB240112. This is to avoid any bids generated by scripts.

Due to secure reasons we need that the registration to the contest would directly by facebook. E-mail registration would not be available to prevent other users entering others e-mail.
We need that when users enter their predictions a "Recent Activity" notification is displayed in their profiles wall/timeline as something like: "User has entered his predictions on the 'Name of the Contest' Promotion". (this is just to give an idea of what we need).
