Fixing WordPress main menu that has a drop down feature

I worked with two developers on a project. All my main menu that had the drop down menu was not clickable. It was clickable before the project commenced, but my first developer made it unclickable. So I had to get someone else to fix that. The second developer who worked on the navigation menu just added the link instead of making it dynamic. The reason why we are using WordPress is so a non tech person can easily use the website without having to hire a designer or developer over and over again. The whole purpose is lost if it is done in a way where we have to manually add the links. And this has messed me up. I am looking for someone professional to fix the menu, so that in the future when the client is adding navigation menu with a drop down, they don't have to do anything manual. Can you do this ?
