I want an application built that can be used to measure anything on a users screen, for use in interactive design. The application will work as follows: The application runs in the system tray. The user holds down a (user definable) shortcut key. The entire screen zooms in, centered around the users cursor. The mouse is replaced by a + (similar to the marquee tool in photoshop). The user can still scroll around the screen by moving their mouse, the speed of this movement is identical to the speed they can normally move their cursor around the desktop. At this stage the user can use the mouse wheel to adjust the zoom ratio (a default can be set by the user). When the user clicks, a marquee is drawn (at this point the screen scrolling stops). As the user drags out a marquee, the width and height of the marquee appears next to the users cursor. The user releases the shortcut key and the screen returns to normal. And graphics etc required will be provided by me. I plan to give this away for free once it's made, so you'll be helping lots of people as well as making a bit of cash ;) Thanks!
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
