XLS -> CSV converter (UTF8, Special Characters)

We're looking for a freelancer that is able to create us an XLS - CSV converter. Yeah, we know: it's possible to that within Microsoft Excel, but due to some specific wishes we would like you to do that.
The XLS will always have the same layout. We import product information and that's about it. The header names are always the same, the header order is also always the same.
The XLS contains French characters. For the CSV-file, we have to convert these special characters into UTF8 encoding. For example: ö.
We've got a standard XLS-file that contains about 40-50 columns containing information. The majority of these columns always have the same information, so we're forced to copy-paste this information into every row. :-( So, that's the also a thing you have to fix.
Also, some of the columns are almost similar. We need to duplicate information our combine duplicated information in several rows.
We use the pipe symbol as a standard delimiter for the CSV-file.
We're looking for a handy freelancer with good Windows programming knowledge. Available on a short term. In a later stage, we together will take a look toward extending this application with for example a FTP service.
