Group pins on Xamarin map as zoom changes

I have a Xamarin mobile app with a map showing various pins. As you zoom in and out, I want pins that would normally overlap to merge into a single pin with a number on it showing how many pins it contains. As you zoom in, that pin would then break apart back into the individual pins. Xamarin seems to have only two built-in options, one which will simply allow pins to overlap, and the other will hide pins that would normally overlap. Neither are sufficient.
Requirements:
- Solution must work for Android, iOS, and UWP
- Original pins will be various unique images, grouped pins will appear that are different and contain a number of pins. Number maxes out at 99+.
- There is no limit to how many pins may appear, or be grouped
- Pins combine, then break apart smoothly as you zoom in and out.
- Pins combine when their border would visually overlap
- A grouped pin is displayed at the center of the pins it represents
- Tapping on a grouped pin will zoom in until it can break apart into at least two pins. (It may actually break into multiple pins or smaller groups of pins)
Xamarin has a sample map program that will display pins on a map. That would be a fine starting point as I will extract the pieces I need. Meaning that I will not be providing a starting app. All I care about is this map functionality though, so the rest doesn't matter.
