SOLNP - conversion from Matlab to C

I am looking for somebody who would convert two Matlab functions into ANSI C. It is SOLNP solver for NLP consisting of these M-files:

[login to view URL]~yyye/matlab/subnp.m
I don't know if these functions can be programmed in ANSI C in similar way, i.e. like a function with inputs and outputs.
In case it is not impossible, I enclose case studies that use solnp. Enclosed you will find three basic examples (EX5.1, EX5.3, EX5.4).
The advanced project in which I use solnp procesure is also enclosed (overhead_crane). This case study is my primary goal.
For all case studies, just run test.m in Matlab.
Please let me know:
-if solnp.m and subnp.m can be converted to ANSI C by you
-how would it be possible - universal library of one/off implementation for a specific case study? if this is the case, which case study of enclosed ones would it be possible to code?
-what is a rough estimate of overall costs work your work?
