k Nearest Neighbour work in Mathematica

This work must be completed in Mathematica. Please do not bid if you are not prepared to deliver your work in a commented, standalone Mathematica notebook.
The successful bidder will be familiar with machine learning, and in particular, k Nearest Neighbour.
The nature of this project will be explained in more detail to the successful bidder, but involves:
1) Reading a large dataset of time series data from an Excel spreadsheet into an array
2) Transform entire set using difference of log value
3) Split into 80% training set and 20% test set
4) Build multiple vectors of length v, and with the look ahead value n periods classified into one of 4 states, based on rules (this is for the training set only)
5) For a given vector from the test set, classify into one of the 4 states based on k nearest neighbours found in the training set
Note, v, n, k are variables that the user can change.
