RHEL8 configuration for Squid proxy user

1.Non-sudo / wheel user "testuser" needs to be configured to have access to following command "squid -k reconfigure" in a way that it can be fully executed, meaning, the Squid server configuration should reload successfully without errors. Squid service has been freshly installed on a RHEL 8 system, which is also freshly installed. User "testuser" SHOULD NOT not be configured as a sudo / wheel user or added to those groups. This user is only meant to be able to run above mentioned command and have required permissions for said command.

2. Commands required for above mentioned configuration should be noted down and provided to me.

3. Short test will be performed from my end to confirm configuration has been applied as requested.

Access information to the test-system with above mentioned user "testuser" will be provided upon project assignment. Key thing of this project is providing above mentioned user with permissions to reload the Squid configuration. Squid configuration itself, local firewall, etc. have been taken care of.
