Upgrade Chrome Extension from Manifest V2 to V3

I have a chrome extension that performs an api call using jsencrypt and returns the results (record counts) to the popup.html. The manifest v2 to v3 change has made global variables a pain in the ass but it's the inclusion of the [login to view URL] library that I can't figure out.
