This is an easy job. Basically take an existing webpage (static) take all of the stuff off of the header and sidebars etc...and make it fit cleanly inside of a joomla wrapper. Here is the catch- there is a lot of dhtml and floating divs in the static webpage and some grpahics that need to be redone to make the wrapper look nice. Probably about 3 hours work if you know what you are doing.
